OF COURSE it was the surge that helped to suppress violence - but it was not the only thing. If we put in ANOTHER 60,000, violence may drop further. But that is only part of the reason, and does not mean that the surge was successful - if it were successful, it would no longer be necessary, but your side insists that it is still necessary, as proof that it is working.

And then there's the idea of POLITICAL progress, which was the INTENT of the surge. But I guess that doesn't fit your story line, so you omit it.
