Many of the people sent to Iraq are not career bureacrats, many of the political appiontees were vetted as to there political leanigs including, do they believe in abortion. They were sent to pad their resume.

I've been saying this for a while but I would extend the criminal negligence beyond the State Department. It isn't as if the people at the very top cared to make sure the proper planning was done before sending people to war. The biggest problem with our administrative efforts in Iraq is that the Bushies don't like people with real expertise because such people have their own opinions, based on solid reasoning and experience, that may contradict the childlike delusions of our leadership. So the standards were lowered to such a point where the only qualification for a high level job in Iraq is being a true believer.

Exactly. If a client doesn't care about cost or quality and can't be bothered to monitor a vendor's behavior, the vendor doesn't give a crap about cost or quality either. Any mid level manager who has ever dealt with a vendor in any business knows this (its really just common sense).

It was the Defense Department, Bremer and the Coalition Provisional Authority who screwed up Iraq. The book Imperial Life in the Emerald City chronicles the almost unbelievable incompetence of the people chosen for their loyalty to neoconservatism, Bush and Cheney instead of their competence at nation-building.

The State Department, at that time led by Colin Powell, were sidelined by Cheney, Rumsfeld and the Defense Department so that neocon stooges like Bremer and the corrupt Chalabi could be favored.

If things are still in chaos after 5 years it's because they have been in chaos from the very beginning because of a weak president leading a bunch of ideologues.
