Russia's military chief of staff said Saturday that Moscow could use nuclear weapons in preventive strikes in case of a major threat, the latest aggressive remarks from increasingly assertive Russian authorities.

It is NEW Russian policy. When the SOVIET UNION disassembled (fell apart) Russia was not in any position to push its weight around. Things have changed and Putin is pissed, especially at Bush.

Fortunately God does not listen to their prayers.

So. Russia and China have been getting real cozy, for some time now.
Both nations have signed off on strategic alliances with Iran. For both trade and energy security. Multi force war games.
Russia most certainly has submarine launched nuclear capability, China may also have limited capability.
The problem with nuclear weapons, is it takes nuclear weapons, generally, to eliminate nuclear weapons.
Pre-emptive launch of nuclear weapons by anyone, will end badly for all. If you had to make that call, are those incoming here or somewhere else?
What if they are someone elses, headed for a third country by flying over yours? All you might know is who fired them and they are about to come in range. How many hits do you take? One? Five? Ten missiles? What if they are intended for a friend?

Well, these are the questions.

From a certain perspective "megaton" is entirely moot - whomever possess first strike is "the winner".

Fifteen minutes? Try
under fifteen seconds. That would be something to fear and eliminate. A good enough reason for Russia to bypass United States and act as our third arm into China? To ensure global compliance by sticking fingers from one military intelligence and dipping them into someone elses? But whom is manipulating those digits? Nukes are outmoded long ago - maybe Israeli have developed counter-neutrino weapons, to select which infrastructure is left intact during anyones strike. Probably to use as blackmail.
