Okay, nearly every business with a workforce is managed from off-site, and typically off-nation.

Why aren't these bastards being observed 24/7?

This is systemic and was covered-up for years, during which evidence of torture was collected.

Years.

And what did the FBI actually do?

Replace the "manager" and continue their internal drug trade. Exactly what's been exposed recently in Salem, Oregon - only the Marion county police had to first plot and ignore an investigators murder, then abuse an innocent prisoner, intimidate the already drunken and disorderly defense attorney and pay off the rest of the investigations. All just to keep their drug trade operating.

Amazing?

Special prosecutors last year released a report that said Burge led a group of officers that used beatings, electric shocks and other methods to get suspects, most of them black, to confess.

Burge and the others are now employed by the Administration at an undisclosed location that stinks of camel dung.
